how does NECD work?
NECD has designed an extraordinary service with an easy to use website interface powered by open system architecture and the latest telecommunications channels. By associating every item with its owner, NECD deters criminals by ensuring stolen items are almost impossible to sell on. Furthermore if any equestrian spots an item that may be stolen, an instantaneous check via Web Browser, SmartPhone or SMS Text Message can forewarn them against purchasing stolen goods. NECD can even capture stolen item sightings to aid police in potential recovery.
NECD as a service, enables data gathering and analysis for the very first time on equestrian crime statistics including cross border theft analysis. It can indicate crime hot spots, crime patterns and trends.

NECD Technical Service Delivery
The NECD open system architecture, known as the 'NECD Backbone', constitutes a unique integration of technologies delivering a truly international service with speed and immediacy.

- NECD can integrate with any existing equestrian data repository. This means that NECD can upload data from, or provide integration interfaces to any other organisation
- Simple access via internet, Smartphone Applications, SMS text message and telephone
- ISO 27001:2005 compliant providing a world class standard of security and data protection
- Servers located in highly secure commercial data centre ensuring customer data is available 24 hours a day, 7 days a week and 365 days a year
- All UK police forces have accounts and are provided with controller interfaces allowing them to actively monitor activity associated with the theft of equestrian estate
Note: NECD is the only equestrian crime prevention database certified to this level of security.
In the event of theft
In the event of theft NECD provides a number of ground breaking new services which include generating an insurance claim and providing a printable certificate for each item registered. This is essential since UK Police forces will not hand over recovered stolen items without receiving proof of ownership. The certificates remain on the system for the life of the membership.
If an equestrian item is stolen:
- Please go on line to your NECD account and fill in the report. Tick your item as stolen
- NECD then generates SMS and email to local area vicinity. Email will includes pictures of items if provided
- NECD will generate and forward the report to the police. A copy of this will be found in your ‘My messages’
- You must report theft to the Police and obtain a crime reference number. This number should be detailed on NECD in the field provided
- NECD will generate a report to the insurance company. A copy of this can be found in your ‘My messages’
- The NECD stolen registry will be updated for publication to the Police, Auction Houses and Ports
- This item is now visible to the world as a stolen item
As police, regulators, equestrians and even members of the general public use the Checkit and Textit facilities of NECD, sightings of stolen items are traced and the property recovered and returned. Even in the case where thieves have obscured identity marks, using NECD logic and pattern matching the system can still locate records for items that match the remaining partial identity marks aiding the authorities in reuniting stolen items with their owners.
If a horse is stolen:
- Please go on line to your NECD account and fill in the report. Tick your item as stolen. You may also contact NECD by telephone but you must still complete the on line actions above.
- NECD will immediately generate an SMS and email nationwide. Email will includes pictures of horses if provided
- NECD immediately notifies Police, Ports and Auction Houses
- You must report the theft to the Police and obtain a crime reference number. This number should be detailed on NECD in the field provided.
- NECD will generate and forward the report to the police. A copy can be found in your ‘My messages’
- NECD will generate a report to the insurance company. A copy can be found in your ‘My messages’
- The NECD stolen registry will be updated for publication to the Police, Auction Houses and Ports
- Your stolen horse is now visible to the world as a stolen
For the first time, port authorities will now be able to check any horses leaving the UK against NECD ID’s and the detailed information on our system.
